This is John Batchel. Colleague Henry Sikolsky reflects on the rules or non-rules about

attacking power plants in adversaries' nations. But what about nuclear power plants? Boucher, for example,

a strike by the Americans recently landed near it, near it, in some fashion, the perimeter.

We're told by the Iranians.

That is very controversial to attack a nuclear power plant, even to come close to one.

Henry explains what is known and not known yet about the rules here.

Even the international law covering this protocol one of the Geneva Convention

says you can legally target and try to disable power reactors if you can show that they have a military support purpose.

Now, it's conceivable or arguable that you might be able to say that Boucher is near some bases and that they might be getting

electricity from Boucher, but the fact is those bases have been disabled by being bombed

into the Stone Age already.

So, you know, but the bigger point would be if you could show it was supporting some military mission,

it is legitimate and legal to go after them.

Not only that, but with precision weaponry and targeting information that we now have with high-resolution images,

there are a number of ways you can strike a plant to disable it without risking having it

released dangerous forces which is code for radiation so i think we want to be careful

that said uh that we are being accused of targeting the quote-unquote perimeter of that facility

and it's been hit that perimeter sometime before suggests that somebody would like possibly

to play the role of a Putin in the Middle East, which is, watch out, we

could do terrible things, you need to behave. I don't know that that's a complete thought.

That strikes me as neither fission or foul, and it's a bluff, you know, at best.
