Does China have any risk-averseness at all?

How would you assess that, Rick?

Very risk-averse.

A failure would pose a very high risk to the Chinese Communist Party regime. Certainly, it would survive a catastrophe, but the internal ruction that would result would be highly unsettling for that regime.

So very risk-averse, cannot tolerate any disasters.
