Cuba blackout. It happened. It's been

teetering on that for weeks and months. Now it's restoring power, but what is it that is

suddenly coming into focus again? Professor, the regime in Havana remains defiant of the United

States wish that it moved toward democracy.

Now and again, there are headlines about a Castro relative coming forward to saying he or they can work with the U.S.

The blackout is a warning that it will continue to happen through these next months.

Is that moving the story at all, or is everybody just sitting with their arms crossed and silent?

Well, John, for me, the blackout, which was the third this year, putting about 10 million Cubans in the dark,

was just a reminder of the deterioration of conditions, as essentially you have not had oil now for

months coming in with a power grid that despite, you know, the Chinese trying to provide lots

and lots of solar panels that, you know, the grid depends primarily on oil as well as antiquated infrastructure, which continues to break down.

But that goes to the broader pressure with the shutdown of the Cuban economy,

where you've had major hotel chains, especially European chains,

a pullout because of secondary sanctions.
