There are two major types of criminal investigations, namely evidence-based investigations and suspect-based investigations.

Every investigation should always begin as evidence-based.

Evidence should lead you to a suspect, not the other way around.

Proper form is to gather evidence and analyze it.

But the situations where police begin their investigation with a suspect, and work backwards
