This first minute or two of the story will end up revealing the main character I'm talking about

0:37.0

is Dave Chappelle, like telling you the punchline before the joke, but I think you're still going to like it

0:42.3

regardless. There's one video I stumbled upon a year or so ago. It goes like this, there's a town hall

0:48.3

happening in a small town in Ohio. This small town has an annual New Year's Eve celebration,

0:53.6

which the town is quite proud of. It's low key, it's family friendly, and at this point in 2017,

0:59.4

now in its 37th year. Unfortunately, this year something goes wrong. Nobody has killed nothing

1:06.8

here is about to get into a making a murder or like sort of documentary, but something wrong nonetheless.

1:18.5

when residents have always been free to enjoy themselves, the police attempted clearing the streets

1:23.2

with SUVs or cruisers. This led to a disagreement between police officers and locals and then

1:30.0

tasers being unnecessarily used. That's not my opinion, but a night which is well documented by a

1:37.5

22-page report, the town commissioned in its aftermath. As a local paper reported, the incident

1:44.0

prompted hundreds of residents to complain about what they called heavy-handed tactics, attracted

1:49.5

national media attention and led to the resignation of police chief David Hale. The report says

1:56.0

going forward, police officers on duty on New Year's Eve would be made fully aware of the traditions,

2:01.8

nature, and timing of the event. A supervisor would also be on duty the night of,

2:06.8

something that didn't happen in this instance. The point of this town hall on this night is to go

2:12.1

over the report and decide what to do next. Is there a larger issue of over-policing going on?
