I'm trying to think about why it is so hard to make that transition from mono-ethnic, monocultural, to multi-ethnic democracies.

To make that transition in countries in North America from societies that perhaps have always been diverse but that had a strong racial and religious hierarchy to ones that hopefully are becoming more fair and more egalitarian.
