All of this adds up to a continuation of the war, but changes in the Kremlin, will that change the war?

I note that Shoygu, the longtime defense minister, has now moved into security,

and there is a new man at defense, Biala Usef, an economist

we're told. And I'm told what does this mean for the Russian war effort?

Does it change the direction of the war effort?

For some time I've been reporting that the economy

is moved to all defense all the time, working 24-7 at the defense industry and demanding as many people

to work there as Russia has.

There's a need for personnel in all directions.

Also, it's boosted the Russian economy.

Is Biala Usef to manage that, to cool it down a little

before it runs away overheats?

What does he represent?

Well, he represents a reform of the defense ministry

and the top ranks of the army, are indeed as the you know Ukraine war has shown

deeply corrupt and in many cases deeply incompetent which has caused tremendous

resentment union in in the lower ranks of the Russian army.
