The Russian economy under severe sanctions more and more each week, and yet the reports

are the Russians have found a way with their allies overseas to move oil, to move refinery

products, to move a lot of equipment into Russia in exchange for oil or energy or natural

gas or promises.

And yet one aspect of the Russian economy had not occurred to me until I read it in the

financial times, and I welcome Michael Bernstom of the Hoover Institution to help me solve

this puzzle.

It's confiscation.

That is right.

Russia was the recipient of a great amount of investment from outside Russia to develop

those energy fields and all of the attendant businesses that derive from an abundance of

riches.
