Hello from CNN. I'm Joe Beck, with the five things you need to know for Monday, February 17th.

We're learning more about what the U.S. and Russia are hoping to get out of talks aimed

at ending the war in Ukraine.

Sources say officials will meet in Saudi Arabia tomorrow and start negotiating.

Russia's foreign minister says both sides want an end to a, quote, abnormal period in the

relationship between Moscow and Washington.

While President Donald Trump said Ukraine will be involved in the discussions, a Ukrainian

official said Kiev was not told about the talks.

And, for now at least, no other European countries will be involved,

which has alarmed some leaders. CNN's Betsy Klein has more.

Senior officials familiar with this trip are characterizing it as a first step, an initial

set of talks aimed at gauging whether Russia is serious, in fact, about ending this war.

For his part, President Trump is indicating that he could soon meet with President Putin,

also in Saudi Arabia.

Trump will ask the Supreme Court to let him fire the head of a government ethics watchdog

agency.

It's the first appeal from his second term to reach the nation's highest court.
