You note that Vladimir Putin in his Moscow speech, very bellicose, very aggressive speech,

to a nationally televised audience and to his lieutenants in the chamber, said that he

was suspending or stepping aside or rejecting the metaphors are frequent here.

What is it that Vladimir Putin wanted to mention that?

Was it another rattle of the nuclear saber, or does it speak to the inadequacy of the

treaty because it's left over from before the Ukraine conflict?

Well, it's basically the last of the Cold War era strategic arms agreements from the

strategic arms limitation talks of the Nixon administration forward.

This is the last one negotiated and ratified in 2010 to put fixed limits on the deployable

nuclear warheads of Russia and the United States.

It was a bad treaty when it was written that didn't take account of tactical nuclear weapons
