Heading into the third winter of war, Michael Bernstom, of the Hoover Institution, my guide on the Russian

economy as it chugs along expanding its reach into manufacturing for

defense. In fact it's becoming a dominant defense. manufacturing for

defense, defense industry on the planet, something that is prescribed for European and American

manufacturing to grow the defense element, but Russia is doing it. In fact, it's all defense all the time, we're told, except it needs money from oil.

Michael, good evening to you. I learned that the Russians are pumping

more oil than they promised when they made what you'd have to say was in a formal

agreement with the Saudi Arabians to reduce the amount of oil that they were pumping in order to get the price up.

I don't think the price is going up and they are cheating.

Or is this something that everybody expected or is it a surprise to the

Saudis good evening to you this has been the practice in the attack for since its existence whenever the Saudi Arabia cuts

output to increase all prices, all their friends immediately start cheating, can jump into it,

Kuwait, United Arab Emirates, Oman, Oman, other producers. They start to pump more oil and to export more oil and so there is all with the wash.

And the oil crisis remain unchanged.
