When the Second Continental Congress began meeting in May 1775, it was unsure what to do about the war

that had broken out in New England. Some delegates wanted to fight the war. Others wanted to negotiate a quick peace.

By June, they decided that they needed to take control of the army that was besieging Boston.

Benjamin Church had arrived with a request from the Massachusetts Provincial Congress,

asking the Continental Congress to take command. After a few days of debate,

Congress agreed to support a 10,000-man army in Massachusetts, as well as a 5,000-man army in New York.

The army in Massachusetts already exceeded by far the 10,000 men they were going to support,

so not all of them were going to be able to

go on the continental payroll. Many of those besieging Boston were happy to stay in their militia
