Could British broadcasting be licensed, similar to being called to the bar?

I would imagine it protects the integrity of journalism, sets a standard, differentiates from

YouTubers and puts professional and financial risk on the individual instead of hiding behind

corporations that can simply pay a fine from

offcom. We'd need to mitigate against impingement on freedom of expression, of course.
