0:15.1	One of the big issues facing the public and U.S. policymakers now is the rising cost of college education in the U.S.
0:22.1	Colleges are seeking to find ways to keep cost down while remaining competitive and appealing
0:27.0	to students. From the academic year 2012 to 2013 until last year, 2016 to 2017, the average
0:35.6	annual tuition increased 13% in private colleges and 9% at public universities.
0:42.3	That means that the average student was paying about $15,000 a year in tuition at a private school
