My right honourable friend, the Prime Minister, is attending the NATO summit in Brussels.

Mr. Speaker, I know that members from both sides of this House would like to join me in paying tribute to Lord Carrington, who died on Monday.

His was an extraordinary life of public service, including as Defence Secretary, Foreign Secretary

and Secretary General of NATO. I'm sure too that members on all sides would also wish

to commend the incredible efforts of the authorities in Thailand and the volunteers from

the British Cave Rescue Council for their role in the successful rescue operation.

We wish them and we wish the boys and their families and the coach who were rescued well.

And I know we would all wish also to offer our condolences to the family of the Thai diver Saman Gunan,

who sadly lost his life during the rescue operation. Finally, sir, I am sure that all members,
