This is John Batchel, colleague Judy Dempsey of the Carnegie Endowment for International Peace in Berlin,

comments on the concern that the Financial Times features in Europe of tech supremacy from the United States,

nothing to match it out of the EU, and why not? Some suggest that the risk-taking is too much for the EU's culture.

Others suggest, as Judy does, that it has to do with motivation. It's not there. What is to be done? Right now,

the complaining stage. Here's Judy to explain. Judy Dempsey from Berlin on the tech
