Why?

Because the Chinese property market has collapsed.

The Chinese consumer will not spend putting the money into gold or under the mattress.

There can't be a plan B because investment-driven economies just run short of investment once the bad assets and the debt grow too high.

So you have to shift the structure entirely and changing the

structure entirely means that the Communist Party doesn't have power anymore and

that's just not going to happen so they can't change it.
