This is John Bachelor, a conversation with Henry Sikolsky, my colleague, who was the Executive

Director of the Non-Deliveration Policy Education Center, about a new document just posted

by NPEC about space-faring nations and the challenge ahead for the 21st century, the

big challenge.

Contest in low-earth orbit, higher-earth orbit, the moon, and beyond between nation-states

with matching programs with ambitions to claim resources and territory, first orbit, and

the question of how satellites will be used, to bump each other, to threaten each other,

to pretend to be out of control, and to blind or in some way augment the blinding forces

of a nation-state at risk of war.

All this in a document of, it's over 300 pages, you're welcome, it also has war games

involved using satellites and earth powers, all of this for one document is a great deal

to lift.

Yes, there is the Utopian version not to militarize space, my measure of the document is, it's

way too late for that.

Well, the Russians just announced this week that if they believe a commercial system

is being used for military purposes, it's fair game.

This is, I call this the space-lucentania problem in a reference to the famous Liner-Lucentania

that was sunk by the Germans because they said it was carrying war goods.

So there may not be sanctuary.

Of course our military will have military dedicated constellations as well, but of course those
