President Joe Biden's proposed changes to the U.S. Supreme Court are continuing to generate headlines. He outlined his

proposal in a Washington Post op-ed. The U.S. President would appoint a justice every two years

to spend 18 years in active service on the court. Currently, the Constitution gives all federal

judges lifetime tenure unless they resign, retire, or are removed.

He is calling a binding code of conduct for the court.

While the court adopted such a code last year, it presently has no outside means of enforcement.

Biden proposes a constitutional amendment that would, quote,
