0:29.0	So I want to talk a little bit about what we think about tariffs. We are currently enjoying the
0:38.5	administration of our president who does not shrink from the language of tariffs.
0:46.3	He thinks that tariffs are good,
0:49.2	that trade wars are great,
0:50.7	that this is the sort of thing we ought to be doing more of.
0:56.3	And so I want to ask, what do we think of tariffs?
1:01.0	Now, I would like us to begin this discussion at the outset with a distinction. We have to
1:11.0	distinguish the economic effect of tariffs simply as an additional tax or a price.
1:21.3	In that case, tariffs do what all taxes do, which is they raise the price of an item.
1:28.0	And all, whenever the price of an item is raised, that price is passed on by the seller to the consumer.
1:40.0	So whoever is buying the product is paying the tariff.
1:43.2	So when we levy a tariff on Chinese goods,
1:48.8	the Chinese don't pay the tax.
1:52.2	They don't pay the tax, they don't pay the tariff, the American consumer of this item manufactured in China,
1:59.0	the American consumer is the one who pays the tariff.
2:03.7	So that is if the item is bought.
2:07.2	The other thing that happens is if the price is raised at a certain point that that price increase is going to limit
