A debt charity says councils in England and Wales risk causing significant harm to people in council tax arrears

And millions of tenants do not ensure their possessions.

But first, the government is writing to more than 100,000 people, age 66 or more,

encouraging them to claim the means-tested benefit pension credit,

which of course now entitles them

to the winter fuel payment of two or three hundred pounds as well. The letters will go out

from next month to people, the Department for Work and Pensions, has identified as likely

to be entitled, but that could still leave over half a million people who could claim it
