Summary

Under the oversight of Paul Lewis, the Department of Defense’s Special Envoy for Guantanamo Closure under the Obama administration, the detainee population at Guantanamo Bay went from 164 to 41. But Guantanamo remains open, and the Trump administration has promised not only to halt any further transfers or releases of detainees, but also to possibly bring in more detainees in the future. Benjamin Wittes sat down with Paul to discuss his time as special envoy and what’s next for Guantanamo under President Trump.

What I would say to the president is, once you've had time to look at this

and look at the intelligence, which I hope he does.

I know his thoughts on intelligence, but look at the intelligence we have on these detainees.

Look at the transfer process and look at the conclusion that the Bush administration

and the Obama administration, Don Rumsfeld, under him and at the end gates,

they transferred over 530 people from Gipmo.

So even if you bring people in, keep the transfer process open.

If another country wants their own citizen back, it should be looked at carefully.

Not everyone, but on a case-by-case basis, I hope he comes to the conclusion that the two previous administrations came to,

that you can transfer some additional detainees carefully.

Not all of them, and that's going to be the issue, to close Gipmo where do you send them.

But it should be a two-way street.
