which was answered some year ago by the International Olympic Committee is now a puzzle. I welcome

Judy Demsey, the editor in chief of strategic Europe. This is the Carnegie Endowment of International

Peace. Judy is based in Berlin. The change from 2022 to 2023 is the IOC banned Russian

and Belarusian athletes from competing in international competitions, including the

2024 Olympics to be held in Paris next year. Now there is some wiggle room by the IOC,
