Summary

Ohio is holding a special election on Tuesday for voters to decide how easy it should be to amend the state constitution. It is the only item on the ballot and it's called Issue 1. Supporters of the proposal want to make it more difficult for an abortion rights amendment to pass in the state's general election in November. The big picture: Issue 1 is getting national attention because of what it could mean for abortion rights in Ohio as well as its impact on special interests in that state and beyond. Plus, a renewed push to get felons the right to vote in 2024. And, the video game Fortnite will be the setting for an unofficial Holocaust museum. Guests: Axios' Troy Smith and Eugene Scott. Credits: Axios Today is produced by Niala Boodhoo, Alexandra Botti, Fonda Mwangi, Robin Linn and Alex Sugiura. Music is composed by Evan Viola. You can reach us at [email protected]. a renewed push to get felons the right to vote in 2024. Plus, severe weather across

0:15.0

the U.S. But first, how Ohio could provide an anti-abortion blueprint for other states.

0:21.3

That's today's one big thing. Today, voters in a special election in Ohio will decide

0:28.9

how easy it should be to amend the state constitution. The ballot proposal, called Issue 1, is getting

0:34.7

national attention because of what it could mean for abortion rights in Ohio. And it's

0:39.5

a fact on special interests in that state and beyond. Troy Smith is a reporter with Exxios

0:43.9

Cleveland. Hi, Troy. Welcome to Exxios today. Hi, thanks. Troy, what exactly is Issue 1 proposing?

0:50.2

Issue 1 proposes raising the threshold to amend the Ohio Constitution from what has been

0:57.3

a simple majority for a very long time to 60 percent. Do other states have similar thresholds

1:04.1

or would Ohio be the first to change it to this? Ohio would actually be the second highest

1:11.5

threshold. New Hampshire is 66 percent. Is there a threshold? Florida is at 60 and Colorado

1:16.8

is at 55. And what's the backstory behind this? Why is there this effort to raise this threshold

1:23.5

for amending the Constitution? Well, the Republican lawmakers who came up with this election

1:28.5

and Issue 1 will tell you it's to protect the state from out of state interests. But there's

1:33.9

an amendment to enshrine abortion rights on the Ohio Constitution that will be voted on

1:38.7

in November. And Republican lawmakers want to make it harder for that to pass. The message

1:44.4

for Issue 1 from the Republicans and the anti-abortion activists is that the goal for Issue 1 is

1:52.0

to prevent out of state interests from coming into play. But the reality is the majority

1:57.9

of money leading the campaign for Issue 1 is coming from an out of state conservative

2:03.2

billionaire. When you talk to folks on the ground in Cleveland or other parts of Ohio,

2:09.9

is this really, to most people's minds, about abortion and abortion access? It is, and
