Good morning, everyone. I'm Playbook co-author Rachel Bade. It's Monday, October 21st, and here's what's striving the day.

Billioner Tech mogul Elon Musk has emerged this campaign cycle as one of Donald Trump's most ardent supporters.

He's donated $75 million to his Trump-supporting America PAC, vowed to help register and mobilize voters,

appeared with Trump at rallies, and is doing his own town halls in the all-important swing state of

Pennsylvania. But over the weekend, it's become increasingly apparent that the Tesla and

ex-owner may actually be more of a nuisance than anything else. Musk announced on Saturday that

his pack is doing a new

sweepstakes to try to juice Trump's numbers, a daily $1 million giveaway from now until election day

to people who sign his PAC's petition, quote, supporting the U.S. Constitution. One little problem.

Campaign finance lawyers and some Democratic leaders are now questioning whether that's even legal.

The petition requires people to register to vote to be entered into the drawing, but the law

plainly bars anyone from paying or offering to pay or accepting payment, either for registration

or to vote themselves. Yesterday, Governor Josh Shapiro was on Meet the Press and he said

law enforcement needs to be looking into this.

And he's not the only one. This morning, a number of other campaign finance lawyers are quoted in a series of stories from the Washington Post to the Times to the AP, questioning Musk's latest gambit.

These sweepstakes obviously come as Musk's pack has been investigating fraud in its get-out-the-vote efforts.

Reuters and the Guardian reported over the weekend that the organization is doing this internal

investigation and have declared that they're falling way behind their goals to help Trump

in this election cycle.
