And that opinion has set off a debate about the future of immigration.

Judge Andrew Hainen of Brownsville, Texas, a U.S. District Judge, ruled that the Obama administration's deferred deportation

policy violates the Administrative Procedure Act and said that it should be put on hold

until there's a full trial.

The Obama administration will appeal the ruling, some speculate the issue will percolate up to the Supreme Court.
