Secretary of State Anthony Blinken says the U.S. is offering Ukraine a fresh tranche

of aid.

It's worth $1.3 billion.

Blinken is in London, attending an international conference aimed at raising money to help Ukraine

rebuild from the war.

Recovery is about laying the foundation for Ukraine to thrive as a secure, independent

country fully integrated with Europe, connected to markets around the world.

Scores of business leaders are also at the conference seeking ways to invest in Ukraine

as it fights Russia's invasion.

Searchers continue to look for a missing submersible in the North Atlantic Ocean.

A Canadian surveillance plane said it detected underwater noises, but nothing's been found.

The missing submersible could run out of oxygen by tomorrow.

Five people are aboard.

A busy section of a trans-Canada highway just east of Toronto has been closed in both

directions.

That's after a huge collision and explosion that left at least two people dead.

As Dan Carpenechuk reports, police say burning fuel spilled on both sides of the highway.

Ontario Provincial Police say multiple vehicles, including at least one tanker truck, were

involved in the collision that sparked the fire.

Explosions were also heard.
