Live from NPR News in Washington, I'm Louise Skiivone. Federal regulators are racing to sell the assets of Silicon Valley Bank, which collapsed Friday following a bank run from

the Treasury depositors. As NPR's Bobby Allen reports thousands of customers have been left in limbo since the bank's implosion.

Customers with less than $250,000 in accounts will be covered by insurance, but more than 90% of the bank's customers have more than that.

That's because Silicon Valley Bank did business mostly with cash flush tech startups. Some CEOs are wondering how they will pay employees if they can't get access to their money.

The question now is whether another bank will save Silicon Valley Bank, or if federal regulators will have to sell the banks assets in a piecemeal fashion.

More than 1,000 tech CEOs and founders have signed a petition asking Treasury Secretary Janet Yellen for the federal government to backstop deposits.

They wrote, we're not looking for a bailout, but for you to save innovation in the American economy.

Thousands of people have been evacuated in Monterey County, California, as water continues to flow through a 120-foot wide levy breach along the Bajaro River.

As an other heavy storm system moved through parts of California, first responders evacuated and rescued hundreds of people all day long.

More rain is expected in the coming week. Tina Nieto is the Monterey County Sheriff.

Captain Ian Troxo with the California Highway Patrol is telling people not to challenge flooded roads.

Not drive-through road closures. We've already conducted many rescues from vehicles stuck in flooded waters.

Elsewhere across the nation, snowstorms are expected in the upper Midwest and into Western New York and parts of Pennsylvania.

The West Virginia legislature has moved to restrict gender-affirming medical care for transgender youth, but carved out an exception for some treatment.

Curtis Tate of West Virginia Public Broadcasting reports.

House Bill 2007 bans gender confirmation surgeries for minors and lawmakers passed a version with no exceptions for hormone therapies and puberty blockers last month.

However, lawmakers amended the bill to create a narrow path for minors to receive such treatment with the endorsement of doctors and parents.

Delegate Rick Griffith, a Democrat, spoken favor of the change.

I think what we ought to do is this is a very narrow allowance when a child could potentially be suicidal and has been diagnosed.

The amendment follows testimony from doctors, parents, counselors and religious leaders who have spoken against the bill and a protest Thursday at the Capitol by LGBTQ rights groups.
