President Biden is preparing to deliver his second state of the unit address tonight

since taking office.

NPR's Windsor Johnston reports this will also be the first time Biden has addressed

Congress since Republicans reclaimed control of the House.

President Biden is expected to use his address to make the case for re-election, even though

he hasn't yet announced his candidacy.

In the days leading up to tonight's speech, the White House has touted the administration's

record on job growth, an increase in domestic manufacturing, and efforts to boost funding

for cancer research.

Biden is also likely to underscore the importance of working with Congress in the months ahead,

specifically with House Republicans in resolving the ongoing dispute over raising the nation's

debt ceiling.

At the same time, Biden is expected to make the case that he will not allow the borrowing

limit to be used as a bargaining chip in negotiations over government spending.
