This is the New World Report, and we began in a conversation about Belt and Road.

Belt and Road, meeting in the Forum in China these last days, includes 140 nations, some

of which are in Latin America, South America, and generally, generally Professor, I wanted

to characterize Belt and Road as the Chinese are out of money, it's earning their pockets

out.

A trillion dollars invested over these last years in countries that are very unlikely to

be repay those investments.

In fact, many of the new relationships between the receivers and the donors are to borrow

more money to service the loans that can't be immediately repaid.

How would you characterize Belt and Road in Latin America generally?

Is it understood as a success, a reason to attend the forum to put your hand out, or

are there doubts now about its good intentions?
