The terror attack in New Orleans is easier to frame because

the perpetrator, now deceased, Jabbar, insisted upon attaching an ISIS black flag to the back of his

rented flatbed. Also, he's made a video that I've not seen. It is said to associate him with ISIS.

That isn't quite the same as signing up to ISIS or signing up to al-Qaeda, but it is terror-related

to drive a vehicle into human beings walking on a sidewalk. We saw recently an attack like that in Germany, I believe,

during the Christmas season, echoing an attack that took place maybe a year ago or two years ago.

So we see a pattern now about using vehicles against pedestrians. Very difficult to stop,

except when you're lucky and have some barrier erected.

There wasn't a barrier that could have stopped the perpetrator from the video I've seen,

I don't have any confirmation of any of this material other than that

Jabbar is dead and his employment record, a deeply troubled person who'd lost his family and his

daughters and was about to lose his home or house, I believe, was badly in debt and had been associated with the U.S. Army over the years.

No special report of him being radicalized, and yet the conduct is consistent with radicalization by ISIS or Al-Qaeda.
