Paul Adamson and I'm in conversation with Sarah Tesori.

Sarah is the migration policy lead at Oxfam International.

Sarah, we're here to talk obviously about the migration crisis facing Europe.

It seems to have come along almost all of a sudden as far as our leader's reaction

of concern. But in your view, how long has this crisis actually been percolating?

Well, currently we have obviously a scale of people arriving that constitutes a crisis from Europe's

perspective.

And those numbers are certainly higher than in the recent past.

But the people trying to arrive in Europe is not a novelty,

and a regular migration to Europe is not a novelty.

And we've seen peaks like this in the past, particularly in the mid-90s, but also about 10 years ago or so.

And we've seen this same inadequate response for many years.

So what we have right now is a situation where the current numbers are exposing cracks in the system that have been there for a long time.

They're just a lot more obvious right now as a matter of scale.

And so it's the size of the crisis now that's made a tipping point.

The phenomenon is not new, but it's just a sheer size, the scale.

That's right. That's what I'd say.

Also, the fact of people coming via Turkey, that's a new route, let's say,

a relatively new route. We've never seen this scale along that route. But we've certainly had

peaks like this in the past on the route between Libya and Italy. And that's something Italy

has dealt with before in decades passed repeatedly.

So this is not the first time.
