| 0:50.3 | And we've seen peaks like this in the past, particularly in the mid-90s, but also about 10 years ago or so. |
| 0:57.3 | And we've seen this same inadequate response for many years. |
| 1:04.2 | So what we have right now is a situation where the current numbers are exposing cracks in the system that have been there for a long time. |
| 1:11.8 | They're just a lot more obvious right now as a matter of scale. |
| 1:15.6 | And so it's the size of the crisis now that's made a tipping point. |
| 1:19.2 | The phenomenon is not new, but it's just a sheer size, the scale. |

| 1:40.2 | has dealt with before in decades passed repeatedly. |
