I'm Kristen Welker in Washington, where Congress is back in session and trying to overcome

partisanship, toxic politics, domestic instability, and interparty fighting, as lawmakers face disputes

over two of the most essential roles of the government to pay its bills and to keep our

nation's secrets secret.

Today behind closed doors, House Speaker Kevin McCarthy, tried to sell his Republican caucus

on a proposal aimed at essentially trying to force the White House to the negotiating

table on the issue of the debt ceiling, the White House vehemently opposes McCarthy's

plan.

And when Republicans say they still aren't on board with it yet.

I think we've got a lot of specifics still to work out, but directionally, I think we're

getting closer as a team to a proposal to the Senate, and I'm encouraged by the discussions

we've had today.
