It's Tuesday morning. I'm Olivia Reingold, and this is your Politico Playbook Daily Briefing.

It's Representative Liz Cheney's last 24 hours as the number three Republican in the House.

And it's important to remember what's

driving this shakeup, the ambitions of one man, House Minority Leader Kevin McCarthy,

and his all-in bet that he needs former President Donald Trump to take the speakership.

More on that in a minute, but first, here's what everyone in Washington is up to today.

The president will receive the president's daily brief at 9.30 a.m. Then at 1 p.m., President Joe Biden will meet virtually with a bipartisan group of governors to talk vaccine distribution. A move that comes as the administration is

doling out big cash for state and local governments. And as the Wall Street Journal reports

this morning, not every locality says they really need that money. Here's why. The Biden administration

set aside $350 billion to make up for tax revenue shortfalls

that ended up being smaller than expected and even non-existent in some cases.

In California's case, Politico's own Jeremy White is reporting that the state is expecting a more than $75 billion surplus.

A month ago, California is not coming back.

California is going to come roaring back.

And what do you know?

Just as Governor Gavin Newsom is facing a recall threat, he has a plan of how to spend that windfall,

putting cash in the hands of Californians.

Just shy of 80% of all tax filers will get a direct stimulus check, will get a direct relief

payment because of this announcement.

The timing would work out like this.

Checks would arrive in voters' mailboxes just before ballots due this fall.
