I'm John Batsy with my friend Joseph Sternberg. He's a member of the editorial board of the

Wall Street Journal. He's in London and he writes politically economics. And Joe's been traveling,

but he keeps his eye on the bi-elections. He's the elections between in between the general

elections, expected at the end of 94 for the United Kingdom. When last we left Mr. Sunak,

he was in charge of a very troubled, although overwhelmingly, majority party in the parliament.

And there were several bi-elections, one by labor, two one by labor, but there was one in particular,

a place called Uxbridge, which I take it as a zone of greater London, where

Tories held onto the seat, quite to the chagrin of Mr. Starmor leading labor,

and the editorial writers all pounded labor for not following through on local issues.

What is the local issue? Well, that's the fun part. It's spelled U-L-E-Z. Joe, what is U-L-E-Z? What

does this mean? Well, the U-Less is the ultra low emissions zone and it's been initiative of

London Mayor Sadiq Khan, who's a member of the Labor Party, to try to reduce vehicle emissions

in the capital region. And so what they do is if you drive a vehicle that is so old that it

doesn't pass the most stringent emissions tests, you have to pay a daily tax every day you drive

your car in the zone. And that tax is roughly around $15, depending on the exchange rate
