Well, howdy there, Internet people, it's Bell again.

So today, we're going to talk about Trump's bird bath beginning.

For a while, we've talked about how the budget reconciliation process in the Senate contains a rule called the bird rule,

and that the capital hill speak name for the process is a bird bath.

The bird rule basically just says that to be part of the budget reconciliation process and

avoid the filibuster, the provisions in the bill have to actually be about the budget.

The Senate parliamentarian makes the call on whether provisions violate the

bird rule. In detail, there are six ways of provision can get scrapped. And I'm going to turn this

into normal language and limit the use of Capitol Hill speak. First, it doesn't produce a change

in money coming in or out. Second, it doesn't produce a change in money coming in or out.

Second, it increases money spent or decreases money coming in when the relevant committee isn't following its instructions in the blueprint.

Third, the provision is outside the jurisdiction of the committee that proposed it fourth this one will be

important it changes money going out or coming in but that is merely incidental to the non-budgetary parts of the

provision fifth it increases the deficit for a fiscal year beyond the window.

Sixth, this will explain why I haven't produced a bunch of videos

screaming doom for Social Security in the budget reconciliation package.

It recommends changes to Social Security.

That's right.

They can't come after Social Security in the budget reconciliation

package. They might try through another bill, though. Back to that fourth one. They can't do

something that is just using the budget reconciliation process as a method of changing major policy.
