And it's a snag they should have seen coming.

We've talked extensively about how Congress has a bunch of rules to use

the budget reconciliation process, especially in the Senate. We've mainly focused on the bird rule

because that's the one they normally get tripped up on when Republicans in the House add things

that aren't budget related to a budget

reconciliation package. But there are other rules that are much simpler to follow, but occasionally

they still mess them up. The Senate, like the House, is divided up into a bunch of committees.

When you're pushing forward a budget reconciliation package, there are instructions to committees,

and the money has to be approved by the appropriate committee.

We pointed this out back in April.

That budget resolution they passed is really better described as

instructions for budget reconciliation. It has to be specific. It doesn't include it. Beyond that,

it doesn't even include instructions for the right committees. So, there's no way to draft the
