or funding for contracts to move forward. There's nothing illegal about that. The money is from

the $61 billion package passed by Congress back in April. Biden is allocating money as appropriated

by Congress and trying to make sure it gets

there before Trump takes office and potentially orders it halted. Incidentally, that wouldn't
