When a band turns the beat around, it means they take the groove they'd established and

flip it on its head.

Up is down, left is right, 2 and 4, or 1 and 3.

Turning the beat around is not to be confused with a turn around, which is the chord progression

at the end of a song's form that leads back to the beginning.
