The White House Office of Management and Budget has ordered federal agencies to pause all grants and loans starting today,

a sweeping policy change that was announced via a two-page memo sent out yesterday

that has provoked substantial confusion and even panic across the corridors of power here in

Washington. What isn't paused? Well, the memo identifies Social Security and Medicare

and says that the pause doesn't include assistance that goes directly to individuals. But what is
