The nature of the enemy is always right in his own life.

The nature of the culture in the jail, it's us versus them.

They're the enemy.

That can get taken to an extreme.

When Lee Baca took over as the Los Angeles County Sheriff, he inherited a massive agency

that for years had been plagued by scandal.

And so in order to change that, you have to put them responsible for the education of these inmates.

Baca presented himself as a reformer.

He became an institution himself.

Then a young FBI agent got a tip about violent

deputies within the sheriff's sprawling jail system. It sounds like there's something going on.

I told every inmate before we started, I don't care what you're here for.

Something is always an existential threat. In an unprecedented clash between two mammoth law enforcement agencies, secrets would emerge

and loyalties would be tested.

They hate the person that steps up and says, this is what we were doing behind the curtain.

This is what was going on inside the L.A. County jail.

There was some dark stuff going on there.

There was a cover-up, and it seemed to reach into the highest echelons of the Sheriff's Department.
