Earlier this week, New York officials issued a report calling for structural changes to the way utilities are regulated. The proposal would make distribution utilities into Distributed System Platform Providers that get compensated for their ability to integrate clean energy, demand response and efficiency on the grid. It's a fundamentally new way to think about how power companies should plan for the future.
