I think that there is especially considering our previous conversation,

because particularly when it comes to infrastructure,

any spending at all is so difficult to get.

And people want it and people care that you could see the influence of earmarks,

because even a small project in the face of what feels like complete government and action

and increased pressure from climate change is going to make an impact.
