The administration describes where we are now as strategic competition, and China responds,

well, that's inappropriate, and we're not going to sign on to that.

And so on, I do believe we've left strategic competition in the dust, especially in the

wake of the release of the National Security Strategy by the Biden administration, and we're

probably now in full-up strategic rivalry. But in my mind, there's another step, which would

be what I would call strategic enmity. In other words, I know X policy is bad for me, but it's 2%

worse for you, so I'm going to do it anyway. That's the kind of rivalry and enmity that we saw

on the Cold War, and I just don't think we're quite there yet. But we're headed in that direction.

And I think that's deeply troubling.
