This is CBS I In The World, Hotel Mars Episode n. I'm John Bachelorette with David Livingston,

0:10.9

my colleague and co-host and co-pilot. And we're headed to the moon and beyond, the moon

0:15.8

and Mars. Starship, super heavy, have demonstrated the ability to lift an enormous amount of weight

0:22.1

to Earth orbit and onto lunar orbit, enough weight so that you can imagine a colony of human beings,

0:32.2

especially on the south pole of the moon. You can imagine that sometime in the next two decades.

0:36.8

You can project a little and imagine a similar feat in Mars, perhaps in the next five decades

0:44.2

or century. In any event, anticipating all this is law. Law from Earth applied to celestial bodies.

0:51.0

And I don't rule out asteroids. David Livingston and I welcome Laura Montgomery, who is a principle

0:57.2

in the firm ground-based space matters. This is space law and policy. And we begin with the

1:04.2

Artemis Accords, a document that's been signed by many nations, always adding new nations to

1:10.6

explicate what happens when mankind reaches the surface of the moon. Is it possible to claim,

1:18.2

as the explorers did in the 1516th and 17th century, possession for a sovereign state?

1:25.5

Laura, a very good evening to you. Thank you for this. The answer to that question is no. However,

1:30.7

it is not all the Artemis Accords we must attend. So I give you an example. The south pole of the

1:36.8

moon is said to be desirable for the possibility that you can manufacture water there. That would

1:42.0

help greatly in sustaining a colony and also creating fuel. Right now, the Artemis Accords are

1:49.4

non-binding multilateral arrangement. There is the outer space treaty, there is the moon treaty,

1:54.6

all of those things together. Do they describe an event sometime in the next 20 years of a Chinese

2:02.8

space program on the south pole, an American space program on the south pole, a Russian space

2:09.4

program? Why not on the south pole? Do the arrangements so far describe how those three

2:16.4

or two states will work together or not? Good evening to you. Good evening, John, and thank you

2:22.8

very much for having me here. I really appreciate it. So we've got a whole bunch of documents here
