0:07.0	It is my pleasure to welcome you back for this second term of our ourselves seminar in my capacity of
0:15.0	Queen's education today ourselves.
0:17.0	Our guest speaker today is Zorda Lepleck, Professor Zoldane Plack is Professor of Law and Sociology at the Edmust, Law and University of Budapest.
0:28.6	And the Professor Plack is very well known for the work on the Hungarian legal institutions, and in particular the Hungarian tradition. Zolkham has been writing for many years on the rule of law and judicial independence in Hungary,
0:43.3	mostly for a sociological perspective.
0:46.3	I was privileged to meet him for the first time in 2010 in Ukraine in Kiev to discuss
0:53.3	traditional independence in Eastern Europe,
0:56.0	the South Caucasus and Central Britain, and so I'm delighted to present here today.
1:02.0	Zolvon has been a public and critical observer of the situation in Hungary for the last few years.
1:10.0	Let me remind you that in September 2017-18, the European Parliament observer of the situation in Hungary for the last few years.
1:17.3	Let me remind you that in September 2017, the European Parliament demanded that the Council Act to prevent the Hungarian authorities from reaching the EU's own values.
1:23.2	And entities were concerned about the independence of the judiciary, the functioning of the constitutional and the electoral system,
1:30.3	freedom of expression, corruption, the rights of the minorities, and the situation of migrants and refugees.
1:37.3	They asked the Council of the EU to examine the situation in Hungary,
1:41.3	with the future to determine whether under Article 7 of the T.U,
1:46.3	the existence of clear risk of a series which on gradually gabinatical 2 existed and with the aim
1:56.4	of addressing appropriate recommendations to Hungarian authorities in this respect.
2:02.9	In a resolution adopted last week on 15th of January, the MEPs noted the report and
2:08.2	statement by the European Commission, the UN, the USC, and the Council of Europe, which
2:13.4	indicates that the situation in both Holland and Hungary has deteriorated since the
2:19.9	triggering of Article 7 on the T.U.
