This is CBSI in the world. I'm John Batchel and Henry Sikoski, my good colleague of the Nomper of the Noferition Policy Education Center is here to explicate an article he has shown me

that he's written about proportionality in conflict

and what is to be done. My heart immediate example is the Zaporizia nuclear power plant in

Ukraine, largest in Europe. Henry and I very carefully every week in the first year or two of the war,

worried about its risks for all sides if that plant was violated. At the same time,

that speaks to civilian infrastructure and is it a target in warfare or should it be?

And your paper has many observations of history, rewarding those who aver to proportionality

and don't just wreck everything inside.

The Army War College asked me several years ago to write a piece on how to think about attacks against nuclear plants.

I wrote that, and then they asked me to write another article, which I did on how to think about proportionality and the attack on infrastructure,

civilian infrastructure, and particularly civil nuclear plants.
