Tom is a distinguished fellow at the council.

Before joining CFR, he served as the special assistant to the president and senior director for Russia on the staff of the National Security Council from 2004 to 2007.

During his time there, he managed a White House Kremlin strategic dialogue.

Tom is the author of a new book, Getting Russia Right.
