Summary

When the American colonists declared war against England, they had no navy. England had the most powerful navy on earth at that time. It would take years and lots of money to build an American navy- and the new American congress had neither- but they did build 13 frigates and purchased other ships as they were able. In late 1775 congress voted to allow privateering- allowing owners of ships to harass and capture British merchant shipping and even warships if possible- which they did, with amazing success.
