0:18.2	Our top story, the House passed a new incarnation of the voting rights bill and it used a trick to bypass voting rules.
0:29.0	What they did was they used what the article said what they used a bicameral bill related to allowing NASA to lease its properties to other entities.
0:42.0	They used that as a legislative vehicle for the voting rights package.
0:45.8	And what they said, the point was is, I think the way I understand it is,
0:51.4	it was a bill that was already in both chambers the
0:55.2	Congress and Senate and it got past the point where it had to come to be able to be
1:01.7	discussed which that would have been a hurdle for the voting rights bill on its own.
1:06.2	So this bypasses that hurdle, but in order to actually vote on the bill, they would have to have 60 senators voting in favor of a vote.
1:19.5	And that's why they want to bust the filibuster because if anybody over 60 senators can vote to end a filibuster otherwise it'll just go on forever and it'll never come to a vote.
1:33.0	But I thought it was obnoxious because it's
1:36.2	bypassing processes.
1:38.8	This becomes more like the rule than the exception anymore.
1:42.4	But anyway, I had a new insight into what
1:46.1	is actually going on in this voting legislation anyway so they can ask you something
1:51.1	real quick that did you say that NASA would be leasing their property out to other people
1:56.7	They're permitted to lease some it's it's a bike. It's a totally like they got a bill. This is kind of a common thing to do.
2:04.5	They got a bill that's completely irrelevant.
2:07.5	Or they take a bill that's very, very minor and had no controversy around it and they
2:11.8	insert other legislation into it.
2:15.3	And I think they did that with, I think they did that with Obamacare.
